Child Safety Standards

Effective 5 Sep 2026 Last updated 5 Sep 2026 Version 1.0

Our position

Let's Horaro has zero tolerance for child sexual abuse and exploitation.

We prohibit it absolutely. We terminate accounts immediately and permanently. We preserve evidence for law enforcement. We report to the competent authorities. We do not accept appeals on these decisions.

This page sets out our standards, how to report a concern, and what we do when we receive one. It forms part of our Community Guidelines, which are part of our Terms of Service.

1. What is prohibited

The following is banned on Let's Horaro without exception:

  • Child sexual abuse material (CSAM) in any form — photographic, recorded, drawn, edited, computer-generated or AI-generated
  • Sexualised depictions of minors, including material that is stylised, animated or illustrated
  • Grooming — any attempt to build a relationship with a minor for sexual purposes
  • Sexual or romantic solicitation of a minor by anyone, of any age
  • Sextortion — threatening to share intimate material of a minor
  • Encouraging a minor to produce or share sexual images of themselves
  • Encouraging secrecy between an adult and a child, or isolating a minor from parents, guardians or trusted adults
  • Offering, requesting, trading or linking to any of the above
  • Using our messaging, Tribute, Channel or gift-delivery features to facilitate any of the above

"Minor" means anyone under 18, or anyone treated as a minor under the law of their country.

2. Age requirements

Nobody under 16 may use Let's Horaro. We collect date of birth at registration, and we close any account we believe belongs to someone under 16.

Where account activity is inconsistent with the stated age, or where we receive a report, we may require a government-issued identity document before allowing the account to continue. We use it only to verify age and delete it once verification is complete.

We know self-declared age is not verification. It is why reporting matters, and why the measures in Section 4 exist.

2.1 If you are a parent or guardian

If you believe a child under 16 has an account, email safety@letshoraro.com with whatever detail you can provide. We will investigate and, where confirmed, disable the account and delete the associated data.

Parents and legal guardians of a minor may also exercise that minor's data protection rights on their behalf. Contact dpo@letshoraro.com.

3. How to report

3.1 In the app

Child safety reports bypass the normal queue and are actioned immediately.

3.2 By email

safety@letshoraro.com — our dedicated child safety contact.

Include what you saw, where, and any account identifier such as a phone number or Channel name. Do not attach the material itself. Tell us where it is and we will retrieve it through our own process.

3.3 Anonymity offers no protection to offenders

Our app lets a sender hide their name from a recipient during a countdown. That hides a name from another user. It does not hide anyone from us.

We always know who sent every Tribute and every message. Where child safety is involved, we identify the sender to our safety team and disclose their identity to law enforcement.

3.4 If a child is in immediate danger

Contact your local police or emergency services first. Let's Horaro is not an emergency service and we cannot dispatch help.

In the UAE you can also contact the Child Protection Unit of the Ministry of Interior on 116111, and the Ministry of Community Development child protection helpline on 800988.

Then report to us, so we can act on the account and preserve evidence.

4. What we do when we receive a report

  • Immediate triage. Child safety reports are separated from general reports and reviewed without delay, at any hour.
  • Human review. A trained reviewer assesses every report. Automated systems may prioritise, but they never decide alone.
  • Immediate account action. Where the report is substantiated, the account is terminated permanently, and any linked accounts are suspended pending review.
  • Content removal. Offending content is removed from every location it exists, including from recipients' accounts. This is the one circumstance in which we remove a Tribute that has already been delivered.
  • Evidence preservation. We preserve the account, the content and the associated metadata for law enforcement, and we do not delete it on the account holder's request.
  • Reporting to authorities. We report to the competent UAE authorities, and to relevant authorities in other jurisdictions where required or appropriate.
  • Cooperation. We respond to lawful requests from law enforcement relating to child safety as a matter of priority.
  • No appeal. Terminations for child safety are final. Our normal 30-day appeal process does not apply.

We do not notify the reported account holder before acting, and we never disclose who reported them.

5. What we can and cannot detect

We would rather be honest about our limits than imply capabilities we do not have.

Private messages on Let's Horaro are end-to-end encrypted. The encryption keys live on users' devices, not on our servers. We cannot read them.

That is a deliberate design choice to protect ordinary users' privacy, and we are not going to pretend otherwise. It has one honest consequence: in private conversations, we only learn about abuse when someone reports it.

When you report a message, your device attaches the decrypted content of that message to the report, so our safety team can actually assess something we otherwise could not read. That mechanism exists specifically so that encryption does not become a shield.

Please use it. In private chats, a report is the only thing that reaches us.

6. Design measures that reduce risk

These are built into the product, not aspirations:

  • Blocking applies everywhere. A blocked user cannot message you, add you to a group, or send you a Tribute or a gift. There is no feature that routes around a block.
  • Nobody can be contacted against their will. Any recipient — including someone who is not a user — can reply STOP to any notification or email privacy@letshoraro.com to be added to a permanent suppression list. No sender can override it.
  • Unverified email addresses receive nothing. An address added as a destination for scheduled content receives nothing until its owner confirms it.
  • Under-21 accounts cannot purchase, which removes gift delivery and paid features from minors' accounts.
  • Sender identity is always known to us, regardless of display anonymity.
  • Public Channels are unencrypted and moderated, because a broadcast to unlimited followers is not a private conversation.
  • AI features are filtered, and any attempt to generate sexualised content involving minors results in immediate termination. This includes drawn, stylised or edited output.

7. Our staff and training

  • Safety reviewers receive training on recognising CSAE, grooming patterns, and evidence handling
  • Access to reported content is restricted to trained reviewers and logged
  • Reviewers have an escalation route to management and to our Data Protection Officer at any hour
  • We provide support to staff exposed to this material

8. Legal framework

We operate from the United Arab Emirates and comply with applicable law, including:

  • Federal Law No. 3 of 2016 on Child Rights (Wadeema's Law)
  • Federal Decree-Law No. 34 of 2021 on Countering Rumours and Cybercrimes
  • Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data
  • Applicable child protection laws in other jurisdictions where we offer the service

We also comply with the child safety requirements of the Apple App Store and Google Play.

9. Reviewing these standards

We review this page and the practices behind it at least annually, and whenever we add a feature that changes how users can reach each other.

If you believe our standards or our enforcement fall short, tell us. Email safety@letshoraro.com. We would rather hear it from you than not hear it.
